Who We Are

CEPROCA — Born from an African Vision

The Council for Economic Projects & Regional Cooperation (CEPROCA) is a multilateral institution established by the member states of the Economic Community of Central African States (ECCAS). Its mandate derives directly from the shared vision of the heads of state and government of the sub-region, who decided to create a dedicated institutional framework for coordinating, financing, and supervising major development projects across Central Africa.

CEPROCA is designed to bridge the gap between regional development ambitions and their concrete realisation on the ground. Acting as the interface between member states, technical and financial partners, and economic operators, it ensures that every dollar invested in the region generates a real, measurable, and lasting impact for the population.

Aligned with the African Union’s Agenda 2063 and the UN Sustainable Development Goals, CEPROCA serves as the operational arm of ECCAS for the economic transformation of Francophone Central Africa.

Our Mandate Entrusted by ECCAS

Economic Development

Coordinate and supervise the implementation of priority economic projects identified by member states, particularly in the sectors of industry, commerce, agriculture, and energy.

Infrastructure Development

Plan, procure, and coordinate the delivery of major infrastructure projects: roads, bridges, energy, water, ICT, housing, and public facilities.

Human Capital Development

Invest in professional training, education, healthcare, and capacity building of member states' human resources for inclusive growth.

Context & History

Why CEPROCA Was Established

Central Africa is one of the most resource-rich regions on earth, home to the world’s second-largest tropical rainforest basin, vast mineral, petroleum, and hydroelectric reserves. Yet despite these riches, the sub-region continues to face major challenges in infrastructure connectivity, access to energy, quality education, and human capital development.

Faced with this reality, ECCAS heads of state and government decided, at their summit consultations, to establish CEPROCA as the operational instrument to transform the shared development vision into concrete and measurable projects. CEPROCA is thus the institutional expression of African solidarity and the political will of member states to jointly build a prosperous, connected, and self-reliant Central Africa.

CEPROCA is governed by a founding Treaty ratified by member states. It holds the status of an international organisation, conferring it with its own legal personality, diplomatic immunity, and the capacity to conclude agreements with multilateral, bilateral, and private sector partners on behalf of member states.
